This position will be responsible for managing a team of product development analysts to create key outputs for the Individual & Family Plans (IFP) Marketplace. Responsible for the day to day management and delivery of member facing policy materials for regulatory filing. This position will also work cross-functionally to develop policy language and respond to regulatory objections. Ability to leverage a broad knowledge of the insurance industry, technologies, processes, cost structures, and distribution channels to guide staff in completing assigned work. Closely monitors progress on assigned duties and escalates critical items to leadership, as needed.
JOB DESCRIPTION
The candidate for this position will ensure that IFP products are at competitive parity and align with regulatory requirements to meet annual form filing requirements. Success will be achieved through strong, proactive partnerships with areas such as Product Strategy, Legal, Compliance, State Filings, Go-To-Market, and other key stakeholder groups. May lead workgroups or initiatives to drive greater alignment across government business or Affordable Care Act (ACA) businesses to address opportunities identified during filing development or in response to Department of Insurance (DOI) objections. The ability to message to multiple stakeholder groups is critical, including, direct reports, departmental leadership, senior leadership and external entities.

DUTIES AND RESPONSIBILITIES
Fully understand the end to end product lifecycle, with special attention to the policy material creation in support of annual regulatory filings for the ACA Marketplace products, primarily focused on Individual & Family Plans (IFP). Understands key trends, environmental forces and company strengths and weaknesses, and assess their impact on our strategy during the product definition and filing development. Translates product requirements into features and requirements specifications in member facing policy material, and ensures that the highest priority features are delivered to meet customer needs. Develops and leads cross functional teams, as needed, to ensure that language development aligns with key corporate initiatives. Develops benefit descriptions in policy materials to ensure that regulatory requirements are met, while ensuring language development does not create exposure or increased risk for customers or the company. Serves as the subject matter expert within the organization for alignment to the state Benchmark Plans, state / federal regulatory requirements and annual ACA changes. Helps the team incorporate and align with techniques and operating models needed for IFP business expansion. Ensures a robust quality program exists to deliver policy material and other key items with the highest level of accuracy. Documents generated by this team serve as product source of truth to both internal stakeholders and external customers. Drives resolution of DOI objections, escalating when appropriate. Participate in meetings with any State Department of Insurance, as required. Shares best practices with team members to contribute to enhance the quality and efficiency of customer support. Provides leadership with regular status reports of filing activities, objections, risks and issues within assigned scope of work.

POSITION REQUIREMENTS
Successful track record as a people manager, including managerial courage. 4+ years of Product Development, Product Strategy or Product Compliance, ideally with Affordable Care Act & State Filing exposure. Understand and interpret State and Federal regulations, including prior experience working with legal, compliance or regulatory entities. Strong critical thinking, analytic and problem solving abilities and the ability to multi-task and prioritize job requirements Strategic and creative thinker with ability to think outside the box and translate strategies into actions/requirements/implementation. Excellent written and verbal communication skills and the ability to interact effectively at all levels of the organization Proven ability to lead cross-functional teams within a heavily-matrixed culture and drive results with strong sense of urgency, and in an environment of ambiguity. Strong influencing and presentation skills. Can convey complex information in an understandable way to various audiences. Excellent organizational agility skills with a strong understanding of business processes and operations to facilitate execution of initiatives. Bachelor’s Degree or equivalent product experience preferred.
