Information Technology DFR Technology Support Manager:

Minimum Qualifications EDUCATION: Bachelor's degree or higher in computer science, mathematics, engineering, business, or information technology related field. EXPERIENCE: Four (4) years of experience managing multiple major infrastructure and system projects for large enterprise environment which must have included management of technical staff, project coordination, contract administration, resource planning and/or budgeting through various lifecycle phases. EQUIVALENCY(IES): High school diploma or GED plus ten (10) years of the required experience will meet the education and experience requirements. Thirty (30) college credits with coursework in computer science, mathematics, engineering, business, or information technology related field, plus seven (7) years of the required experience will meet the education and experience requirements. An associate's degree coursework in computer science, mathematics, engineering, business, or information technology related field, plus six (6) years of the required experience will meet the education and experience requirements. A bachelor's degree or higher in a non-specified field plus six (6) years of the required experience will meet the education and experience requirements. OTHER REQUIREMENTS: No felony or class A misdemeanor conviction. No class B misdemeanor convictions within the last ten (10) years. No family violence convictions. Cannot currently be on deferred adjudication for any felony, class A misdemeanor or class B misdemeanor charge. KNOWLEDGE, SKILLS, ABILITIES: Requires effective oral and written communication skills for promoting customer relations with various City departments. Knowledge of mainframe, midrange and PC environments. Ability to manage multi discipline, high performance work teams in a matrix project team structure and work in a diverse business environment with changing business requirements. Military leadership experience Vendor management experience IT DFR Technology Support Manager: Manages a group of analysts or other technical personnel in order to ensure an acceptable service level and quality control for Dallas Fire Rescue. Manages the DFR computer facilities, including a large network, to ensure reliable and continuous operations 24 hours/day, 365 days/year to meet user department needs. Directs and coordinates system changes such as equipment installation or reconfiguration and implementation of new software to ensure greater system effectiveness. Provides the long-term planning and coordination of computerized data processing functions, security, data retention, and disaster recovery issues including feasibility studies, compatibility studies, and budget projection. Prepares budget and monitors expenditures for hardware, software, programming, and support of systems. Analyzes possible solutions to business problems and makes recommendations for the purchase of systems and software to meet department needs; may involve the review and approval of work done by subordinate analysts. IT Security Risk Management and Compliance Manager: Manages, directs, and trains a staff of IT Security Risk Management and Compliance staff in the development and maintenance of an ongoing IT Security risk management strategy; Ensure that CIS meets compliance requirements set for by various Federal and State Federal and State agencies; performs vulnerability testing to identify control weaknesses and assess the effectiveness of existing controls, and recommend remedial action; develops strategies and plans to enforce security requirements and address identified risks, vulnerabilities, and other security exposures and noncompliance; develops security processes and testing/auditing procedures that conform to the enterprise security standards including HIPAA, CJIS and other compliance requirements and segregation of duty concerns. Candidate should have a solid working knowledge of the NIST Risk Management Framework and risk management tools that support development of an IT risk management strategy. Prior experience in performing IT risk assessments is a key qualification. Must have a strong working knowledge of Federal and State compliance rules and regulations focused on HIPAA, CJIS, PCI, PCII, etc.

Applications Manager: Oversees all implementation, support and maintenance of enterprise IT applications for the City of Dallas. This position is responsible for managing a team of senior and junior programmer analysts. This position is also responsible for administrative responsibilities such as employee selection and performance management, developing budgets, and contract and vendor management. This position recommends IT strategies, policies, and procedures by evaluating project outcomes, identifying problems and trends and anticipating organization needs and requirements. Candidate should have strong project management, written and oral communication skills with a demonstrated track record providing excellent customer service. Must have four (4) years managing an application development organization as well as experience in programming methodologies, source control, Object Oriented analysis/design/development, and database modeling/scripting. Must be knowledgeable in least three or more of the following: C#, ASP.NET, JAVA, HTML5, CSS3, Javascript, AJAX, JSON, Web Services, MS SQL Server 2008/2012, Oracle 10g/11g.

E911: Oversees all phone systems, servers, and application associated with the emergency call center (911) for the City of Dallas. This includes both hardware and software supporting a 911 call center. They should have experience in managing large VOIP phone networks including phone switches from Avaya and Cisco for the delivery of 911 calls. Selected candidate will be familiar with the management of SLA and the 7x24x365 911 environment and have extensive knowledge of regulatory issues and how they relate to 911 call centers and should understand all components of a 911 call center. Experience managing large service contracts is key. Selected candidate will manage a professional staff of 2 – 4 staff in addition to managing the personnel from ATT. Experience working with public safety staff and demonstrated track record providing excellent customer service is key.

Quality Assurance Test Manager: Manages, directs, mentors and trains a team of Software Test Engineers responsible for testing large complex multimillion dollar IT projects; manages the testing process, procedures, and test automation tools to ensure testing methods meet specifications and deliver defect-free applications to production environments; plans, monitors and provides work allocation for resources on projects; develops strategic plans and goals for test team, conducts team assessments, develops training plans and ensures that goals are achieved; communicates and collaborates with IT and other City departments to develop test scope and plans, execute test plans, and resolve test related issues. Candidate must have strong experience in the following areas: QA best practices, Functional System Testing, User Acceptance Testing, Regression Testing, System Performance and Load Testing, Integration Testing, etc. SAP experience is a plus

Desktop Support Manager: Desktop Support Manager: Oversees all the desktop devices within the City of Dallas. This will include desktop computers, laptop computers and all portable tablets as decided by City management. They should have experience in managing large technology contracts, and be familiar with service level agreements. This manager will be responsible for managing the City's outsourced desktop support contract and will manage a staff of 5 to 6 desktop support staff currently supporting the police department. They will be responsible in this capacity of maintaining the health of the desktops to provide a 7x24x365 computing environment. They shall have experience supporting a windows operating platform and should understand the use of virtualization for the desktop. They shall also be responsible for ensuring the desktop infrastructure keeps ahead of advances and up-to-date with the latest manufacture firmware/software releases to ensure the City's technology does not become outdated. Project coordination, resource scheduling, budgeting, contract administration, procurement, and cost estimating experience is highly desirable.

Server Support Manager: Oversees a range of technology assets for the City of Dallas including, but not limited to, all Intel, Unix and mainframe servers, storage (SAN/NAS/DAS) systems, data backup systems, server and PC Operating Systems, Directory Services and electronic mail systems. This position oversees 10 to 12 system analysts who keep the City's infrastructure technology running 7x24x365, proactive monitoring of the technology health, and overseeing that maintenance repairs are performed timely and according to service level objectives. Responsible for ensuring the technology infrastructure keeps ahead of advances and up-to-date with the latest manufacture firmware/software releases to ensure the City's technology does not become outdated. Project coordination / resource scheduling, budgeting, contract administration, procurement, and cost estimating experience is highly desirable.

Web Management: Responsible for managing a team of web designers who maintain and develop the City of Dallas internet and intranet sites and other websites for City departments as requested. Requires thorough knowledge of principles, methods and techniques used in developing web sites, including design, ADA and usability standards and graphics optimization, experience in developing site navigational structure, graphic presentation, and HTML pages and writing and updating Web publishing guidelines. In addition, this position is also responsible for administrative responsibilities such as employee performance, budgeting, disaster recovery, internal controls etc. Technical requirements include: minimum two year experience designing, editing, coding Web documents; proficiency with HTML/XHTML, CSS, JavaScript, and a variety of HTML authoring programs, as well as graphic and publishing software including Dreamweaver, Flash, Photoshop, Microsoft Word, and PowerPoint; ability to work as a team member in a deadline-driven environment; and strong written and oral communication skills.
